Quintin has got a WWW presence again and you can download the latest version
of his shareware PC Windows software from this page. There's some mildly
amusing ways of picking random tickets available in the software and I'll leave
you to decide if it's worth the £7 Quintin is asking. There's plenty of
screenshots and if you must use a program to pick random numbers, you may
as well have fun doing it !
